Strengthening Local Ownership and Sustainable Provision of Quality Comprehensive HIV/AIDS Services for Inmates in the Federal Prison Administration (FPA) and Regional Prisons of Ethiopia under the President's Emergency: The purpose of this Funding Opportunity Announcement (FOA) is to strengthen the quality of comprehensive HIV prevention, care and treatment program in the Ethiopia's Federal Prison Administration (FPA). Through this FOA, the FPA will improve access to comprehensive HIV/AIDS program for inmates and the prison community. This project is expected to improve identification of new HIV infection and linkage to care and treatment program, increase ART service, decrease new HIV infections among the target population and enhance institutional capacity to implement quality comprehensive HIV/AIDS service. FPA will implement a comprehensive HIV/AIDS program including behavior change communication (BCC), sexually transmitted infection (STI) screening and treatment, HIV testing and counseling (HTC), prevention of mother to child transmission of HIV (PMTCT), antiretroviral therapy (ART), care and support, TB/HIV, laboratory and strategic information (SI) in health facilities of FPA. The program will also build the capacity of the partner to produce and use high quality surveillance and program performance data. The program will contribute in the reduction of HIV related morbidity and mortality among the target population.
