Strengthening Pharmaceutical Systems (SPS): The proposed program, Strengthening Pharmaceutical Systems (SPS), will build institutional and individual capacity within developing countries to effectively and efficiently manage pharmaceutical systems, protect the public health through improved governance in the pharmaceutical sector, and enable the increased use and successful implementation of Population, Health and Nutrition (PHN) priority services by improving the availability and use of medicines of assured quality. Pursuit of these goals will be coupled with concerted efforts on various fronts to combat a growing threat that can erode public health accomplishments - the more rapid spread of antimicrobial resistance (AMR). For the purposes of this RFA, the terms "pharmaceuticals" and "medicines" are used interchangeably and include medicines, vaccines, equipment, supplies and diagnostics. Although much is now known about how to improve the availability and use of medicines, recent advances in medical technologies and shifting international health priorities have highlighted the need for innovative approaches to pharmaceutical management systems strengthening, along with more widespread implementation of evidence-based interventions. Despite the availability of increased levels of funding for health programs and needed medicines, lack of effective access to medicines remains a critical problem, particularly where there is undue reliance on the public sector for the provision of pharmaceutical services. Optimal utilization of human and financial resources and the development of additional pharmaceutical management capacity are urgently needed if projected treatment targets and sustainable systems are to be achieved. The Applicant will work in partnership with USAID-supported and other development agency efforts in many countries and potentially in all four USAID regions
