Substance Abuse (SA), HIV, & Hepatitis Prevention for Minority Populations and Minority Reentry Populations in Communities of Color: As authorized under Section 516 of the Public Health Service Act, the Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Substance Abuse Prevention (CSAP) announces the availability of funds for its Substance Abuse (SA), HIV, & Hepatitis Prevention for Minority Populations and Minority Reentry Populations in Communities of Color Initiative. This initiative supports an array of activities to assist grantees in building a solid foundation for delivering and sustaining effective substance abuse prevention and related services. Specifically, the program aims to engage community-level domestic public and private non-profit entities to prevent and reduce the onset of SA, and transmission of HIV and hepatitis among minority populations and minority reentry populations in communities of color disproportionately affected by SA, HIV/AIDS, and/or hepatitis. While grantees will have substantial flexibility in designing their grant projects, all are required to base their projects on the five steps of SAMHSAs Strategic Prevention Framework (SPF) to build a service capacity specific to SA, HIV, and hepatitis prevention services.

Additional Information on Eligibility
Eligibility is limited to applicants from geographic areas with high AIDS case rates. Only applicants located in, or in close proximity to and proposing to provide services in, one of the following are eligible to apply: a) Geographic areas within States with an annual AIDS case rate of at least 10 cases per 100,000 people. b) Metropolitan Statistical Areas (MSAs) with an annual AIDS case rate of at least 20 cases per 100,000 people among minority populations. See Appendix B of the RFA document for a list of States and MSAs that meet the above criteria based on data from the Centers for Disease Control and Prevention (CDC).
