Supporting Counties and Other Indigenous Health Management Institutions to Bridge Skill Gaps Among Health Care Workforce Necessary for HIV Epidemic Control in Kenya under the President's Emergency Plan for AIDS Relief: The necessary skills required for HIV epidemic control in Kenya are not adequately offered during pre-service trainings of health care workers due to delayed alignment of training curricula with emerging health issues. There is also low deployment of graduating health care workers, thus leaving a large skill gap, especially in areas that have traditionally not been the focus of pre-service training such as monitoring and evaluation, health informatics, and epidemiology. Counties have low capacity in management of human resources, including the continuous capacity development of health care workers. The purpose of this notice of funding opportunity (NOFO) is to support activities that identify and address capacity gaps within county health management teams in Kenya, with focus on gaps related to human resource management; identify training needs of the existing workforce; come up with plans to address capacity gaps with an emphasis on nontraditional areas of proficiency; and develop innovative training approaches to expand the reach of health care workers in the most efficient and cost-effective way. Through this NOFO, counties will attain increased capacity in human resource management, increased retention of a highly skilled workforce, improved capacity of health care workers to utilize skills to improve use of information for decision-making, and improved quality of HIV care services, thus facilitating Kenya's capacity to achieve and maintain HIV epidemic control.
