Surveillance for HighlyPathogenic Avian Influenza: At the request of Congress, a national surveillance effort has been launched for early detection of highly pathogenic avian influenza (HPAI). Several federal agencies are involved. The USFWS and USDA-Wildlife Services have been charged with surveillance in wild migratory birds and funds have been appropriated for this purpose. The National Surveillance Plan for migratory birds was developed and is guided by an Interagency Steering Committee and has been stepped down regionally through the migratory bird Flyway Councils for implementation. Under each Flyway Plan, each state has responsibilities for procuring samples of various migratory birds for HPAI detection. Funding for this effort comes from both USFWS and USDA-WS. This announcement is for the USFWS component of this surveillance effort for funding available to the state agencies of Montana, Wyoming, Colorado, Utah, North and South Dakota, Kansas, Nebraska, Texas, New Mexico, and Oklahoma. Each award under this announcement will be for a period of five (5) years. Additional funding beyond current funding will be subject to availability.
