Sustainable Management of the HIV/AIDS Response and Transition to Technical Assistance (SMART TA) Project: The United States Agency for International Development (USAID), is seeking applications (proposals for funding) from U.S. or non-U.S. non-governmental organizations (NGOs) and/or a consortia to ensure the provision of quality comprehensive and sustainable HIV services in Vietnam through a strengthened national response. USAID/Vietnam is issuing a request for applications (RFA) for a cooperative agreement for the Sustainable Management of the HIV/AIDS Response and Transition to Technical Assistance (SMART TA) Project. Please refer to the Program Description (RFA section C) for a complete statement of goals and expected results. The authority for this RFA is found in the Foreign Assistance Act of 1961, as amended.Subject to the availability of funds, USAID plans to award a cooperative agreement with a total estimated amount of approximately $45,000,000 for a program not to exceed five years (from on or about October 01, 2011 - September 30, 2016). USAID reserves the right to fund any, a portion of, or none of the applications submitted. USAID may also exercise the discretion to make awards to more than one organization.
