While any type of organization is eligible for the award of the Cooperative Agreement (CA), it is USAID policy that no fee/profit is payable under the CA nor under any sub-agreements made there under (however, fee/profit is payable by the prime CA Recipient [hereinafter the "Recipient"] to a sub-contractor or if the Recipient is procuring goods or services in furtherance of the program being supported by the CA).
