- While any type of organization is eligible for the award of the Cooperative Agreement (CA), it is USAID policy that no fee/profit is payable under the CA nor under any sub-agreements made there under (however, fee/profit is payable by the prime CA Recipient [hereinafter the "Recipient"] to a sub-contractor or if the Recipient is procuring goods or services in furtherance of the program being supported by the CA). - USAID/Rwanda announces its intention to invite comments and suggestions on a draft Program Description for the implementation of the program entitled "Sustaining Partnerships to enhance Rural Enterprise and Agribusiness Development" (SPREAD) project. SPREAD will have approximately a base funding of $1,000,000 per year to be implemented over five (5) years through a result-oriented cooperative agreement. The SPREAD project will expand economic opportunities in the Rwandan agricultural and rural development sector by enhancing value-added production, processing, and increasing market-driven private sector growth development.
