Tajikistan Support of Legal Reform: INL Dushanbe is implementing a “whole of system” approach for its justice sector reform efforts required to create a strategic impact on human rights protection in Tajikistan. The primary goals of INL's justice sector assistance are to improve judicial and law enforcement effectiveness, bolster accountability and transparency of criminal justice agencies, increase access to justice, and institutionalize respect for human rights and rule of law. To be effective, a whole of system development approach must be utilized where justice sector assistance programs recognize the relationship between justice sector institutions and actors and other pillars of the criminal justice system, including police. Assistance programs and activities should respond to the needs and priorities not just of national authorities but also the criminal justice system's end user, i.e., civil society.
