Technical Assistance to Plan and Implement Wildlife Habitat Plans under the Wildlife Habitat Incentive Program (WHIP): The Wildlife Habitat Incentive Program (WHIP) is a voluntary conservation program that promotes wildlife habitat and environmental quality. The objective of WHIP is to provide technical and financial help to producers in planning, designing and implementing conservation practices that create, enhance and protect wildlife habitat. WHIP assists landowners in maintaining and/or enhancing these habitats while protecting natural resources. Applicants will be responsible for providing technical assistance that is necessary to plan and implement conservation practices. The applicant will be responsible for making field visits to the land users who have applied for assistance under the WHIP program. These field visits will involve planning proper conservation measures to address the needs and interests of land users in compliance with WHIP priorities and guidelines, evaluating the planned practices by a standard set of evaluation criteria furnished by NRCS, and providing technical assistance to implement these practices when approved by NRCS. The applicant will also need to provide technical assistance to land users who are implementing WHIP practices approved in prior year contracts where implementation is planned for the current fiscal year. The anticipated workload for WHIP is approximately 120 landowner contacts resulting in 85 contracts. The applicant will need to provide this habitat management technical assistance Statewide to cover all areas serviced by the NRCS field offices in Virginia. Responsibilities and duties to provide technical assistance include, but are not limited to: making site visits and providing habitat management recommendations, completing ranking form including a preliminary wildlife habitat development plan (WHDP), organizing and sending completed ?packet? to the local NRCS Field Office, verification of practice completion, assisting applicant with ?Application for Payment? forms, making annual status reviews of all active WHIP contract, and assisting in outreach and marketing in relation to WHIP.
