The SAFETEA-LU specifies that the Center shall be selected on a competitive basis, to the maximum extent practicable. Proposals submitted in response to the forthcoming Request for Applications (RFA), and the one proposal ultimately selected for award of a Cooperative Agreement, are to be considered to be the result of full and open competition and in full compliance with the provision of Public Law 98-369, The Competition in Contracting Act of 1984 and subsequent amendments. All interested organizations may submit a proposal (i.e., an Application) for the Cooperative Agreement to be awarded from DTOS59-07-RA-00001. The Office of the Assistant Secretary for Transportation, the Office of the Assistant Secretary for Budget and Programs and the Federal Highway Administration will coordinate work and activities related to research, development and technology as authorized under Title 23. The objective of this Cooperative Agreement is to establish a Center and provide support to the State transportation departments in the development of finance plans and oversight tools and to develop and offer training in state-of-the-art financing methods to advance projects and leverage funds. Each Application package shall include, among other things, the following forms: SF424, SF424A and SF424B. Applicants can attach as many files as may be necessary to provide information addressing the evaluation factors as described in the forthcoming Request for Applications (RFA) No. DTOS59-07-RA-00001.
