Title III Capacity Development: The purpose of this grant program is to support eligible entities in their efforts to strengthen their organizational infrastructure and enhance their capacity to develop, enhance or expand high quality HIV primary health care services in (1) rural or (2) urban underserved areas and (3) communities of color. The applicant must propose capacity building activities that develop, enhance, or expand a comprehensive continuum of outpatient HIV primary care services in their community through the applicant agency. Capacity building grant funds are intended for a fixed period of time (one year) and not for long-term activities.

Additional Information on Eligibility
Eligible applicants must be public or private non-profit agencies. These may include by are not limited to: Consolidated Health Center Programs (Community Health Centers, Migrant Health Centers, Health Care for the Homeless, Public Housing Primary Care and Healthy Schools, Healthy Communities) receiving support under Section 330 of the PHS Act; Family planning agencies under Section 1001 of the PHS Act, other than States; Comprehensive Hemophilia Diagnostic and Treatment Centers; Federally qualified health centers as described in Title XIX, Section 1905 of the Social Security Act; Nonprofit private entities that currently provide comprehensive primary care services to populations at risk of HIV disease; Local health departments; University/Medical Center affiliated clinics. Faith-based and community-based organizations are eligible to apply.
