Title V Competitive Sexual Risk Avoidance Education: The Administration for Children and Families, Administration on Children, Youth (ACF) and Families' Family and Youth Services Bureau (FYSB) announces the availability of funds under the Title V Competitive Sexual Risk Avoidance Education (Title V Competitive SRAE) Program. The purpose of the Title V Competitive SRAE Program is to fund projects to implement sexual risk avoidance education that teaches youth participants how to voluntarily refrain from non-marital sexual activity. The goals of Title V Competitive SRAE are to empower participants to make healthy decisions, and provide tools and resources to prevent pregnancy, STIs, and engagement in other risky behaviors. The Title V Competitive SRAE legislation requires unambiguous and primary emphasis and context for each of the topics to be addressed in program implementation. Applicants are to submit plans for the implementation of sexual risk avoidance education that normalizes the optimal health behavior of avoiding non-marital sexual activity. Further, the plans must address the social, psychological, and health gains to be realized by refraining from non-marital sexual activity and engaging in healthy relationships. The fiscal year (FY) 2018 Title V Competitive SRAE allows for annual awards over a two-year project period, as funds are available.

Eligibility is limited to local organizations and entities, including faith based organizations, located in states that did not apply for FY2018 State SRAE funds. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding under this announcement.
