Tracy Ecosystem Restoration Phase II and Lower Truckee River Restoration: The Mid-Pacific Region of the Bureau of Reclamation (Reclamation) intends to issue a Notice of Intent (NOI) for a grant agreement to The Nature Conservancy (TNC) for the following program Tracy Ecosystem Restoration Phase II and Lower Truckee River Restoration, under the authority of Catalog of Federal Domestic Assistance (CFDA) 15.508, Agricultural Act of 2014, Title II, Section 2507, Public Law 113-79 Enacted February 7, 2014. The purpose of this project is TNC has a draft restoration design for the Phase II of restoration at Tracy and needs to complete the following activities in order to implement the project: A. Project Management B. Acquiring Permits, Authorizations, and Easements C. Construction Contracting and Implementation D. Plant Establishment & Stewardship In addition TNC has been engaged in ecosystem restoration efforts on the lower Truckee River for over a decade and is still responsible for the management of five restoration sites along 12 miles of the lower river. TNCs maintenance responsibilities include: A. Revegetation and Weed Management B. Public Access Management; Trail Maintenance; Trash Removal; Vehicular Access Prevention; Signage Installation and Maintenance; Compatible Activity Monitoring. (Refer to Notice of Intent (NOI) to award announcement No. R14AN20011 for additional information). A Determination by the Government not to compete this proposed financial assistance based upon Departmental Manual 505 DM 2, paragraph 2.14(B)(4) is solely within the discretion of the Government. This notice of intent is NOT a request for competitive proposals. System for Award Management (SAM) applies to this announcement.
