In addition, the awardee is required to meet the following requirements: Competition is limited to universities, whether public or private, based in the United States (defined as including the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, the Commonwealth of the Northern Mariana Islands, American Samoa, Guam, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau) that have medical schools, nursing schools, and/or departments or schools of public health. Preference will go to universities and colleges that have existing relationships with indigenous teaching hospitals in the Federal Democratic Republic of Ethiopia. An "indigenous organization" is defined as any entity whose headquarters is in Ethiopia. As such, the majority of the entitys staff (senior, mid-level, support) is comprised of host country and/or regional nationals.
