USAID Bureau for Economic Growth, Education, and Environment (E3) Broad Agency Announcement (BAA) for localworks: Research: This Broad Agency Announcement (BAA) seeks opportunities to support locally-owned and -led development by strengthening networks of local development actors in order to promote the mobilization of and access to local resources, improve country systems and enabling environments, and resolve local problems in an enduring manner. E3/LS will work towards achieving this purpose primarily through 1) long-term financial and technical support to USAID field missions selected to participate in the localworks program, and 2) the identification and dissemination of the principles, approaches, and methods that increase the probability of local development actors meeting the evolving needs of a broad range of constituents.

Additional Information on Eligibility
Public, private, for-profit, and non-profit organizations, as well as institutions of higher education, public international organizations, and non-governmental organizations are generally eligible to submit expressions of interest under this BAA. However, certain restrictions apply per localworks’ authorizing legislation , and entities which have received more than $5 million in US government funds over the past five years will not be eligible to receive assistance awards. All organizations must be determined to be responsive to the BAA and sufficiently responsible to undertake project activities and comply with the conditions of the final award.
