USAID HARMONI - Towards Inclusion and Resilience: The purpose of the USAID HARMONI: Towards Inclusion and Resilience Activity is to increase the resilience of key Indonesian institutions and segments of society against the rise of violent extremism in Indonesia. The activity will focus on community resilience, rehabilitation of extremists, and migrant worker resilience. USAID/Indonesia seeks applications that demonstrate robust understanding of the drivers of radicalization and extremism in Indonesia, build Indonesia's resilience to violent extremist narratives, and provide positive alternatives to violent extremism.Please be aware that this NFO is non-traditional and contains three merit review phases:Phase 1: Applicants will submit an Initial Application, which will include a limited page concept paper. Based on USAID's evaluation of the Initial Applications, only the top applicants will be invited to participate in Phase 2. Phase 2: Selected applicants from Phase 1 will be invited to participate in oral presentations of their proposed technical approach in Jakarta, Indonesia. Phase 3: One applicant whose proposal best meets the objectives of this funding opportunity based on the selection criteria contained herein will be selected to co-develop with USAID/Indonesia a program description, which will be incorporated into the resulting Cooperative Agreement. USAID will review the final program description and accompanying cost proposal and grade it as acceptable or not acceptable.
