USAID/Indonesia Human Rights Grants Program 2014: USAID/Indonesia is seeking applications from US and non-US NGOs for the human rights programming that will (1) respond to urgent or unanticipated human rights challenges; and (2) respond to emerging windows of opportunity in the protection and promotion of human rights.

This RFA is comprised of two stages. The first stage is for submission of Concept Papers (CP). Only Concept Papers are invited at this time which must be prepared in accordance with the instructions provided in the Attachment 2 of the attached RFA. The second stage is submission of Full Applications and only applicants with the most highly evaluated Concept Papers will be invited to submit Full Applications.

Award Preferences: The purpose of this fund is to address urgent and new human rights challenges while building the capacity of local human rights groups and actors to respond to these challenges. Applications that aim to directly fund local groups and establish pilot projects will be prioritized over applications that propose to add resources to current mechanisms and/or fund international entities.

Specifically, USAID/Indonesia would support thematic areas as below:
1. Broad-based Human Rights Protection and Promotion
2. Protecting and Promoting LGBT Rights
3. Addressing discrimination through Integrative Programs
4. Human Rights and Climate Change
