Category Explanation: The over-arching goal of this five-year Municipal Governance Program is to help municipal governments improve the delivery of basic public services to their constituents by promoting: 1) more accountable and competent local governments which effectively manage public resources, 2) more effective engagement of citizens with municipal governments in order to influence decision making and demand accountability and transparency, and 3) the implementation of municipal service improvements and infrastructure projects. The desired end state is that municipal governments are accountable to citizens and can increasingly meet their public service needs. This program seeks to leverage significant counterpart contributions from local governments and other public and private institutions. The recipient will achieve the objectives through several modalities, including technical assistance and training, grants and subcontracts in targeted geographic areas of assistance, and the establishment of two nationwide competitive grant funds, one open to municipal governments and the other open to civil society organizations. Civil society organizations include Non-Governmental Organizations (NGOs), Community Based Organizations (CBOs), Civil Society Organizations (CSOs), Municipal Development Committees (CDMs), media, etc. No funds will be provided directly to municipal governments, only technical assistance and/or in kind assistance.
