- USAID/OFDAs mandate is to save lives, alleviate human suffering, and reduce the economic impact of disasters worldwide. In order to achieve this goal, USAID/DCHA/OFDAs strategy for Lebanon in FY 2006 and early FY 2007 will be to meet the critical needs of populations affected by the crisis and provide a foundation for reconstruction efforts. The broad goals of this APS are to: . Support the humanitarian needs of conflict-affected vulnerable populations, including host families and those trapped in the conflict areas of Southern Lebanon, South Beirut, and Beirut/Mt. Lebanon; . Support the short-term humanitarian needs of IDPs until they are able to return home and assist IDPs in the initial stages of return; and . Provide emergency assistance in such a way as to lay a foundation for reconstruction and rehabilitation. USAID/OFDAs sectoral priorities for Lebanon in FY 2006 and early 2007 include water/sanitation/hygiene (WASH), protection, transitional shelter, emergency health, and livelihoods recovery.
