- A link to the full Funding Opportunity Announcement is found by scrolling to the bottom of this page. This is a restricted eligibility. Eligibility is restricted to institutions of higher education as defined in Energy Independence and Security Act of 2007 (EISA) Title II, Subtitle B, Section 234 with preference for institutions that conduct R D in the biomass conversion area. This FOA is intended to solicit innovative and unique approaches to addressing the needs of biochemical and thermochemical processing of biomass as implemented in integrated biorefinery operations. This could involve, but is not limited to, unique interfaces between pretreatment processing and advanced biofuel production, consolidated bioprocessing options, or unique and innovative combinations of chemical and biological processing. A key factor in evaluation will be the congruence of the proposed effort with program goals and objectives as outlined in the Multi Year Program Plan (see the link provided in Appendix C). In particular applications which address the programs cost goals for 2012 2017 (cost goals for producing cellulosic ethanol at a cost competitive with gasoline) and the programs volumetric goals for 2017 and 2022 (production of several billions of gallons of cellulosic biofuels) are of greatest interest. This FOA includes two topic areas with several potential subtopics: 1. Biochemical Conversions a Pretreatment Technologies b Hydrolysis and Saccharification Technologies c Fermentation Technologies d Advanced Bioprocessing Technologies e Advanced Lipid Production from Algae 2. Thermochemical and Chemical Conversions a Gasification b Pyrolysis c Chemical systems Applications for this Funding Opportunity Announcement must be accessed, completed, and submitted through Grants.gov at http://www.grants.gov to be considered for award. Questions regarding the content of the announcement should be submitted through the Submit Question feature of the DOE Industry Interactive Procurement System (IIPS) at http://e-center.doe.gov. VERY IMPORTANT: To complete and submit applications through Grants.gov, there are several actions you must complete (e.g., obtain a Dun and Bradstreet Data Universal Numbering System (DUNS) number, register with the Central Contract Registry (CCR), install the PureEdge Viewer, register with the credential provider, and register with Grants.gov). Applicants are highly encouraged to register as soon as possible and should allow at least 21 days to complete the registration process. When done, call the Grants.gov Helpdesk at 1-800-518-4726 to verify successful registration. Registration Instructions are found on the Grants.gov web site at http://www.grants.gov and in the Funding Opportunity Announcement.
