- To be responsive to this FOA, an application?sparticipants must consist of aconsortium that includes at least four United States institutions of highereducation and at least one participating industry member (US based). Of thefive (or more) organizations, only one institution of higher education willbethe recipient of the grant and become the interface between DOE and theotherconsortium members.
- Grant Description
- The intent is that any science and technologydeveloped under this announcementwill assist in developing the eventual production of non-petroleum basedfuels,chemicals/materials and heat power particularly for enabling emerging andfuture biorefineries. The program also hopes to builduniversity/laboratorycollaboration in this solicitation by making the state-of-the-artinvestmentsby DOE in equipment and facilities at the National Bioenergy Centeraccessibleto those teams selected. One objective of the Biomass Program is toincreaseits total investment in program-directed, enabling research as a means ofincreasing and developing the pool of qualified scientists and engineers inthefield of biomass and bioenergy. It is expected that individuals at thegraduateschool level will be involved in conducting biomass and bioenergy relatedresearch.This solicitation targets two general areas of collaborative research anddevelopment. The first is vertical R D strategy in which a target area(s)ofinterest to the Biomass program is explored in depth. The second is ahorizontal R D strategy that addresses the fundamental challenges along theentire biomass chain from the biomass feedstock input into conversionprocessesto its final utilization. Successful projects should demonstrate how theirfindings and outcomes help support development of viable biorefineries. Itisnot the intent of the DOE Biomass Program to proscribe specific areas of RDneed but to ask the biomass community to assess needs relative to theinformation and plans listed in the MYTP and other areas important to thedevelopment of biomass as a source of fuels, chemicals/materials and heatpower. The program plans on leveraging the benefits of teaming by requiringthat the applicant be comprised of a consortium of institutions of highereducation with at least one member being an industry participant thatprovidesinput on the area of R D selected and guidance as the project progresses.Beneficial collaborations between universities and the laboratories in theNational Bioenergy Center, National Renewable Energy Laboratory, Oak RidgeNational Laboratory, Idaho National Engineering and EnvironmentalLaboratory,Argonne National Laboratory, and Pacific Northwest National Laboratory areencouraged but not required. An existing similar consortium, designed toaddress the chemistry and biochemistry of pretreatment, has been supportedbythis Program.Due to the end of fiscal year requirements, answers to questions posted inIIPSunder this announcement will not be posted until October 2004. Allquestionsand answers will be consolidated into an amendment posted in IIPS inOctober.This does not preclude you from posting the question in IIPS earlier thanOctober. It is highly encouraged that you post your questions so that itmaybe answered in early October rather than waiting until October to post thequestion.
