- Eligible applicants are limited to those institutions, organizations or individuals with a background in instream flow and topography data collection; siphon repair; irrigation system management and design; engineering (a licensed engineer is preferred to determine design specifications) environmental document and permitting completion, record of high quality (previous) work performance, and/or the ability to coordinate with and implement projects on private land. Applications from federal agencies or employees of federal agencies cannot be considered.

- Funding is available through the U.S. Fish and Wildlife Service Anadromous Fish Restoration Program (AFRP) to conduct analyses necessary to determine (1) a set of alternatives that will provide a long term solution to the exposed Anderson-Cottonwood Irrigation District (ACID) siphon that will reduce the potential for negatively affecting all life stages and runs of Chinook salmon and steelhead; (2) complete environmental documentation and permits for the project; and (3) implement the preferred alternative. Access to the siphon will require permission from landowners across whose property the applicant would have to travel. Coordination with ACID is also required, including their agreement with the Applicant to work on the siphon, as well as agreement by ACID on the type of repair to be implemented. Applicants must indicate how their proposal will assist in developing a long term solution to potential fish passage issues at the ACID siphon on mainstem Cottonwood Creek. This will likely include gathering field data above and below the siphon (longitudinal and cross section information, for example, preferably at the sites previously used/identified by USGS and Graham Matthews), as well as flow regime information; analyzing the data; determining a set of alternatives for the USFWS, ACID, and its partners to consider for selection; environmental documentation and permitting; implementation of the repair; and pre- and post-project monitoring.
