Usaid/Drc Draft Program Description for Comments: Increased Provision of Essential Services Program: This is a draft for public comments. At this time we are seeking public input on the program description. USAID intends to post a Request for Applications (RFA) around the second week of November, 2005. The purpose of the contemplated RFA to be released later is to obtain applications from qualified organizations and institutions for one or more cooperative agreements to focus on a package of integrated health sector services with three components: 1) multi-sectoral, integrated primary health care; 2) support to national health programs and structures; and 3) health services for survivors of GBV. These three components will directly address: governance (transparency, accountability, and anti-corruption measures); gender; youth; HIV/AIDS; citizen participation and empowerment as cross cutting themes. In addition we expect the cooperating partners to remain agile and flexible be able to respond as appropriate to new opportunities that arise post elections following consultation with the Mission. Finally USAID is reorganizing itself under intergraded cross sectoral objectives. Partners from all sectors will be expected to collaborate in order to achieve cross culture themes at natural provincial, local levels. Depending on the content, quality, and number of applications received, USAID will award one or more cooperative agreements to achieve the program components described in Section C. For-profit organizations may submit applications once the full RFA is released but they will not be entitled to receive a fee or profit. USAID anticipates the total funding available to achieve the three components of this integrated package of health services to be $40 million USD total over a four-year period. The approximate funding breakdown for the three components is as follows: 90% for Component A; 5% for Component B; and 5% for Component C. Clearly, integration of activities and sharing of costs to provide efficient and effective management are highly desirable. Potential Applicants will be expected to develop program descriptions for a four-year period.
