In accordance with 10 CFR 600.6(b), eligibility for award is restricted to the following 22 states that comply with all key factors specified below and who are in most need of WPA support in FY 2007: Arkansas, Colorado, District of Columbia, Georgia, Hawaii, Idaho, Illinois, Kansas, Maine, Missouri, Montana, North Dakota, New Jersey, New Mexico, Oklahoma, Oregon, Pennsylvania, Tennessee, Washington, West Virginia, Wisconsin, and Wyoming. The key factors that WPA uses to prioritize states are: 1. Total available untapped state wind development potential (as measured in megawatts. The higher the potential, the higher the ranking. 2. Actual installed state wind capacity. The lower the installed capacity, the higher the ranking. 3. Wind-friendly state policies, specifically (a) property/sales/construction tax incentives (b) state Renewable Portfolio Standard, (c) state production tax incentive, (d) small wind buy down program, (e) net metering rules, and (f) standardized interconnection rules. The less wind friendly the state policies, the higher the ranking. 4. Effectiveness of state-wide wind working groups (WWG) and wind education/advocacy organizations. The less effective/active the WWG and advocacy organizations, the higher the ranking. The Wind Programs mission and activities contribute directly to EEREs and DOE s mission of improving national, energy and economic security and address the Presidents National Energy Policy call for increasing the diversity of our Nations energy resources. Achieving the Wind Programs mission will enhance the competitiveness of wind energy in conventional electricity markets, growing the domestic energy supply resource, yielding environmental benefits by avoiding pollutant emissions and benefiting the Nations infrastructure posture by reducing economic effects of fuel price or supply disruptions and increasing system reliability. This Funding Opportunity Announcement (FOA) implements the 2007 Wind Powering America Program (WPA). WPA is the deployment arm of EEREs Wind Program. Since 2002, WPA has supported state wind development throughout the U.S., focusing on state and community level outreach, specific agriculture outreach, formation of wind working groups (WWGs), and other initiatives to stimulate wind and rural economic development. Each year, WPA reviews the status of wind development to prioritize financial support to those states in most need and with the greatest development potential. The Program expects to award twenty-two grants supporting targeted states that have adequate wind resources, yet are struggling with little installed capacity, inadequate wind development policies, and developing WWGs and advocacy groups. Accordingly, the goal of the WPA is to continue to provide small awards to state energy offices (SEO). State recipients will continue to focus on state level technical assistance and outreach initiatives to stimulate wind development by helping to remove market barriers, improve the knowledge of modern wind systems and benefits to the numerous stakeholder groups. Due to limited funding availability, WPA has been forced to identify and prioritize states that offer the greatest opportunity for return on limited funding resources to stimulate wind development. The following 22 states have been targeted as priority WPA states based on programmatic criteria: Arkansas, Colorado, District of Columbia, Georgia, Hawaii, Idaho, Illinois, Kansas, Maine, Missouri, Montana, North Dakota, New Jersey, New Mexico, Oklahoma, Oregon, Pennsylvania, Tennessee, Washignton, West Virginia, Wisconsin, and Wyoming. In addition, specific information regarding the DOE Wind Energy Program, the overall goals, multi-year technical program and other pertinent information can be reviewed at the DOE Wind website at URL: http://www.eere.energy.gov/windandhydro/ . Applications for this Funding Opportunity Announcement must be accessed, completed, and submitted through Grants.gov at http://www.grants.gov to be considered for award.
