Youth Advocacy and Social Networks Program: This two-year $2 million program is designed to strengthen existing youth organizations to tackle key civic and social problems affecting youth, and advocate for further regional funding for youth programs to advance the social development of the next generation of Russias leaders. The program will directly reach 20,000 in-school youth through comprehensive programs designed to encourage civic action, positive community leadership and healthy lifestyles. The target population is in-school youth 14-20 of age and existing organizations who deal with this group. Up to 20 sub-grants and 10 stipends will be competitively awarded to NGOs and young activists to encourage the integration of civil society activism and social services targeted for and used by youth at the community level and improve youth policies. Engaging youth, through mobilizing society and building a collaborative, cross sector community coalition will improve and sustain the civil and social environment of Russian youth. The activities will aim to ensure a greater number of youth have age-appropriate information and access to relevant youth-friendly civic programs and social services to help them make effective choices in their lives to become productive, healthy and active members of society. Youth civic education, knowledge of and avoidance of violence, tolerance for diverse populations, and the avoidance of risky behaviors such as substance abuse, and benefits of planning for their own future will develop strong, knowledgeable and effective leaders for the future.

Qualified applicants may be U.S. private voluntary organizations (U.S. PVOs) and/or U.S. or non-U.S. Non-governmental organizations (NGOs), private, non-profit organizations (or for-profit companies willing to forego profits), including universities, research organizations, professional associations, and relevant special interest associations and Public International Organizitions (PIOs). Faith-based and community organizations are also eligible for award.
