2020 CTR Strengthening International Nonproliferation Norms: The world has recently seen the asymmetric use of weapons of mass destruction, including proliferator state use of chemical and radiological weapons as tools of assassination, accompanied by active measures to spread disinformation and undermine various nonproliferation regimes. When deterrence and accountability fail, it lowers the costs to use of WMD. To that, ISN/CTR seeks to deter asymmetric WMD use, increase accountability, and disrupt malign influence campaigns.
