Appalachian Trail: FY17 Trail Boundary Maintenance-New England: This announcement is to provide public notice of the National Park Service's intention to award a task agreement under a previously single source justified master cooperative agreement. Specifically, ATC will: 1. Collaborate directly with the NPS to identify and prioritize boundary maintenance, and mitigation projects. 2. Prior to beginning work, submit an itemized and costed workplan by FMSS Location per ATC Region in a mutually agreed upon format. Workplans to including: site information, dates, field tasks, and expected measurable results. 3. Administer the boundary maintenance program, including project planning, administration, oversight, staff and volunteer recruitment, training development, and reporting. 4. Conduct boundary maintenance activities, utilizing both volunteers and paid staff, including clearing the boundary line, refreshing the line to specifications as described in the ATC Corridor Stewardship Field Book using paint, signage, or other approved best practices. 5. Hire, monitor, and manage contractors providing boundary maintenance activities such as clearing boundary lines, installing gates, or other contractually-related activities. 6. Coordinate the boundary monitoring activities of volunteers and partners to identify, document, and report the condition on the boundary line and associated lands, through standardized training and reporting. 7. Identify missing or inadequate boundary survey markers and lines and work directly with NPS to prioritize professional survey needs, and coordinate completion of work NPS with the National Trails Land Resources Program Center or contract the completion of necessary work. 8. Provide leadership to volunteers in the mitigation and resolution of minor and moderate encroachments and assist NPS in mitigation and resolution of major encroachments. 9. In cooperation with NPS, evaluate options for the development of a comprehensive system to manage boundary monitoring and maintenance data. System will utilize NPS digital survey data as the baseline to report condition information, work performed and work needed. Data will include NPS monument numbers and unique record IDs, so it is compatible with and may be directly related to NPS's GIS and other database systems. 10. Work with NPS to improve ECBS information. Identify surveys that are inadequate and determine methods for improvement and, for surveys lacking control data necessary to plot digitally, ground-truth and collect necessary field data that meets or exceeds NPS's specifications. 11. Procure materials, supplies, and equipment necessary to complete the project in accordance with NPS procurement policies. 12. Ensure computer hardware and software related to GPS, GIS, and database functions are adequate to complete the necessary work and meet NPS specifications for those technologies. 13. Participate in monthly meetings and provide boundary project updates.
