Assisted Living Conversion Program (ALCP): The purpose of this program is to provide grants for the conversion of some or all of the dwelling units in an eligible project into assisted living facilities (ALFs) for frail elderly persons. Private nonprofit owners of eligible developments interested in applying for funding under this grant program should carefully review the General Section and the detailed information listed in this NOFA. In FY2010, HUD has published its new Strategic Plan 2010-2015 that defines a new set of policy and organizational priorities for the department. Additional Information on Eligibility
Only private nonprofit owners of eligible multifamily assisted housing developments specified below (see section 683(2) (B), (C), (D), (E), (F), and (G) of the Housing and Community Development Act of 1992 (Pub. L.102-550, approved October 28, 1992) may apply for an ALCP grant. Eligible multifamily assisted housing developments must those designed for the elderly and financed through any of the following programs: (1) Section 202, (2) Project-based Section 8 (including Rural Housing Services' Section 515), (3) Section 221(d)(3) below-market interest rate ,and (4) Section 236 NOTE: HUD retains the right to terminate the grant and recover funds made available through this NOFA if your eligibility status changes during the course of the grant term, making you ineligible to receive the grant (e.g., prepayment of mortgage, sale/TPA of property, opting out of a Section 8 Housing Assistance Payment (HAP) contract, or the transfer of the grant to a single asset entity).
