BLM-CO Data Sharing of Cultural Resources on Colorado's Public Lands: This announcement is to provide public notice of the Bureau of Land Management's intention to fund the following project activities without full and open competition. In support of this single-source justification and Notice of Intent to Award, BLM-CO cites the following policy: Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. BLM-CO did not solicit full and open competition for this award based the following criteria and exception: Legislative Intent.The legislative authority under which this award will be made is the National Historic Preservation Act of 1966, 16 USC 470, as amended through December 19, 2014, as codified in Title 54 USC Title 54, Subtitle III, Division A, Subdivision 2 Chapter 3023 § 302304. Contracts and cooperative agreements, (b) the Secretary of Interior to enter into cooperative agreements with State Historic Preservation Officer. Therefore, the only eligible entity to receive financial assistance is the State Colorado - Office of Archaeology and Historic Preservation.
