See the following for detailed information; CALL 0003 Subparagraph 1 of Topic 1, Radiation-hardened Reliable Electronics. AFRL is soliciting proposals in Radiation-hardened Reliable Electronics, subparagraph (1), specifically for radiation testing of advanced high-dielectric constant materials for gate oxides: This topic involves the development of new devices and for processing methods which will result in improved radiation hardness and long term reliability as compared to devices built using classical technological approaches. Concentrating on problems related to the gate insulator, it is anticipated that materials such as Silicon Oxi Nitrides ( SiOxNy ) and other alternative dielectrics which will be incorporated in post-45nm channel length technologies will be studied. Impact of newly developed processing techniques on standard technology process flows must be minimized so as to enable the rapid inclusion in existing technologies employed at dedicated foundries. Facilities at Kirtland AFB will be made available for the radiation testing phase of the project. ANTICIPATED FUNDING (Topic 1, Subparagraph 1: Anticipated funding for this CALL (not per contract or award) is: FY 07: $65,000.00; FY 08: $65,000.00. This funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to government discretion and availability. PERIOD OF PERFORMANCE (Topic 1, Subparagraph 1): The anticipated period of performance for individual awards resulting from this CALL is between 24-27 months in duration. The period of performance is to be proposed in the format "includes 24 months for the technical effort and 3 months for Final Report preparation." PAGE LIMITATIONS: The technical proposal including the C-SOW shall be limited to 20 pages single spaced, double-sided, 8.5 by 11-inch pages. Select an easy to read font no smaller than 12 pitch fixed or proportional font size 10 or larger. Smaller type may be used in figures and tables as long as it is clearly legible. The page limitation includes all information i.e., indices, photographs, foldouts (2 page), appendices, attachments, resumes, C-SOW, etc. Each printed side counts as one page. Blank pages, title pages, tables of content, lists, tabs or cover sheets are not included in the page count. The Government will not consider pages in excess of this limitation. PROPOSAL DUE DATE AND TIME: The due date for proposals submitted in response to this CALL is no later than 1:00 p.m. MDT on 12 Feb 2007. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time unless a CALL for proposals in that specific area is open. Proposals received after the due dates and times shall be governed by the provisions of FAR 52.215-1(c)(3). ANTICIPATED TYPE OF CONTRACTS/INSTRUMENTS: The Air Force anticipates awarding Cost Plus Fixed Fee Contracts as a result of this CALL but reserves the right to award the instrument best suited to the nature of research proposed. ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates awarding numerous contracts. However, the Air Force does reserve the right to make multiple awards or no awards pursuant to this CALL. ANTICIPATED AWARD DATE: on or about 16 Mar 2007. INTENT TO PROPOSE: Potential offerors are requested to advise the contracting point of contact (by e-mail) if they intend to submit a proposal in response to this CALL. DELIVERABLES ITEMS: The intent of this project is to bring a radiation hardened embedded microprocessor capability to market as described in the Requirement Description above. Monthly technical and financial Status Reports and a Final Technical Report in accordance with PRS Pamphlet 61-201, Preparation of Final Report, are required data items. ITAR/Export Control: It is envisioned that the developed item will meet or exceed radiation hardness levels triggering ITAR and Export Control restrictions.
