Chickenbone Trail Youth Trail Rehabilitation Crew - ISRO: BACKGROUND AND OBJECTIVES: This funding announcement is not a request for applications. This announcement is to provide public notice of the National Park Service's (NPS) intention to award a financial assistance agreement for the following project activities without competition. Cooperative Agreement P16AC00207 was for $29,485.00 and a modification to add additional funding in the amount of $27,250.00 is required to fund the current project activities. STATEMENT OF WORK: The work planned is for the 2017 summer season is with Wiscorp working with the NPS on the Greenstone Ridge Trail Rehabilitation. The project will include trail brushing, erosion control, reroute of trail, rock/root removal, grading of trail and board walk construction. Youth will get hands on experience form trails staff in construction of board walks along the section of trail being worked. Brushing will be done along sections of trail also to create a 6 ft. wide by 8 ft. trail corridor, all cuttings will be hauled out of sight of trail and stomped down to promote decay. Erosion control will be done to all sections being worked on as well as cleaning and brushing of erosion devices. Rocks/Roots will be removed as needed as well as straightening and grading of trail. All work will be done with a minimum of resource damage. Youth crew will be hiking between 4 miles and up to 16 miles a day over uneven ground; work will be done in all types of weather including rain, cold/cool days, and warm to hot weather with high humidity with use of proper personal protection being worn at all work sites. Wiscorp will work the same work schedule as the trails staff consisting of 10 days' work and 4 days' rest. The work above will require frequent bending, stooping, and standing, kneeling and hiking. Exposure to bugs and/or other insects (i.e., mosquitos, black flies, no-see-um's, deer flies, horse flies, and stinging bees). Youth crew will want to be prepared with bug dope/insect repellent, head nets, or bug jacket/pants. If allergic to bugs, insect bites and/or other conditions which would need treatment they should bring appropriate medications (these supply types are not available on the island). RECIPIENT AGREES TO: Youth leaders and youth crew will work along NPS staff to accomplish project, NPS will direct Wiscorp leaders of what needs to be accomplished and then Wiscorp leaders will direct youth crew. Wiscorp will also assist Park Staff with Helicopter Operations around Chickenbone area and Isle Royale National Park spotting boardwalk materials in backcountry. NATIONAL PARK SERVICE AGREES TO: Provide transportation to and from Isle Royale National Park on board the 165-foot Motor Vessel Ranger III and participate and collaborate jointly with Wiscorp in carrying out the scope of work. SINGLE-SOURCE JUSTIFICATION: Department of the Interior (505 DM 2) and NPS Policy FAP&P 1443-2015-06 requires a written justification which explains why competition is not practicable for each single-source award. The justification address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable. NPS did not solicit full and open competition for this award based the following criteria: Unique Qualifications – The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications.
