Cloud Seeding in the Walker Basin: The Mid-Pacific Region of the Bureau of Reclamation (BOR) intends to issue a Notice of Intent for a Grant Agreement to The Desert Research Institute, under the authority of catalog for domestic assistance (CFDA) 15.582, Farm Security and Rural Investment Act, Public Law 107-171, Section 2507(a)(1), for the following program: Cloud Seeding in the Walker Basin. BOR proposes to provide financial assistance for a grant effort to (1) initiate cloud seeding in the Walker River Basin in water year 2011 (beginning October 1, 2010), (2) continue cloud seeding operations for four additional years and (3) estimate the impact of the cloud seeding operations on Walker River flows using a hydrologic model. Refer to Notice of Intent (NOI) to award announcement, R10AS20027 for additional information. A Determination by the Government not to compete this proposed financial assistance based upon Departmental Manual 505 DM 2, paragraph 2.14(B)(1) and (4) is solely within the discretion of the Government. This notice of intent is NOT a request for competitive proposals. Central Contractor Registration (CCR) applies to this announcement.
