This announcement is to provide public notice of the National Park Service's intention to award a task agreement under a previously competed or single source justified master cooperative agreement. ABSTRACT Funding Announcement Number P17AC00331 Project Title Conservation crew to continue work on the Historic Chilkoot Trail and Historic Dyea town site trail systems in Klondike Gold Rush National Historical Park Recipient Student Conservation Association (SCA) Anticipated Federal Funding $66,763.09 Non-federal Cost Share $22,254.36 Anticipated Period of Performance July 25, 2017 – August 26, 2017 Award Instrument Task Agreement Statutory Authority 16 USC 1723 (c)(1) CFDA # and Title 15.931 Point of Contact James Cato [email protected] ARTICLE I – BACKGROUND AND OBJECTIVES Cooperative Agreement Number P15AC00031 was entered into by and between the Department of the Interior, National Park Service, (NPS), and Student Conservation Association (SCA) for the purpose of conservation projects. Unless otherwise specified herein, the terms and conditions as stated in the Cooperative Agreement will apply to this Task Agreement. Project Title, Project Description; The objective of this Task Agreement is to support and stimulate work and/or education and training opportunities for young adults through collaborative participation This task agreement specifies a partnership project between the NPS and the SCA which involves placement of a youth associate at Klondike Gold Rush National Historical Park to participate in the park's conservation programs. ARTICLE II – LEGAL AUTHORITY 16 USC 1723 (c)(1), Public Lands Corps, authorizes the Secretary to enter into contracts and cooperative agreements with any qualified youth or conservation corps to perform appropriate conservation projects referred to in subsection (d) of section 1723. The secretary may also authorize appropriate conservation projects and other appropriate projects to be carried out on Federal, State, Local, or private lands as part of disaster prevention or relief efforts in response to an emergency or major disaster declared by the President under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.). ARTICLE III – STATEMENT OF WORK The crew will work and live within the parks Dyea and Chilkoot Trail National Historical Landmark Unit for eight weeks during mid-summer to accomplish the back logged maintenance on the historic Chilkoot Trail. SCA brings over 50 years of conservation experience to the partnership. The Canyon City project takes place along the Chilkoot Trail. Work includes completion of 1250 feet of new trail, the rehabilitation of 1375 feet of existing trail and the restoration of over 500' of social trails in the Canyon City area. Crew will also accomplish brushing and general trail maintenance along the Chilkoot Trail. The second major project is the rehabilitation of the Canyon City Campground. This project involves stream bank restoration, building stabilization and trail improvements to the entire campground which was impacted by severe flooding in the fall of 2016. Crews may also be expected to assist with the revegetation of the shoulders of the newly improved Dyea Road and Historic Dyea Town Site Trails. All of the projects are very labor intensive and the SCA crew members will provide assistance to the NPS day labor crews to ensure the projects are completed. At the direction from ATR or NPS subject matter expert the NPS will work in the field with the SCA to provide assistance, guidance, and project direction to SCA Crew lead when required. The crew will have a spike camp located within a mile of the Canyon City Glacier View Trail project within the Canyon City Campground, while work in the Dyea area will have the crew camped at the park campground where there are standard facilities. For the Canyon City project KLGO will provide appropriate bear resistant containers, a cook tent, latrine facilities, stove, fuel, etc. as well as helicopter support to and from the spike camp. The Conservation Associates will be expected to be based in the park's backcountry overnight or be temporarily assigned to work at another duty station within the park in order to complete projects. All travel will comply with NPS Invitational Travel (no-cost) protocols and will be of benefit to the United States government. A. SCA agrees to: 1. To assist with recruitment and selection of selected candidates as Conservation Associates to participate in the work described in the above Scope of Work. 2. To provide for transportation to and from Klondike Gold Rush National Historical Park and subsistence during the period of performance. 3. To provide living allowance, insurance, and Americorps awards (when applicable). 4. Provide 24/7 staffed hotline assistance, site visit, and performance evaluations. 5. To provide for in-service commercial travel during the project period of performance. B. NPS agrees: 1. To provide financial assistance in the amount of $66,763.09 2. To provide general orientation to park operations, NPS mission, and safety training. 3. To provide a NPS technical representative, subject matter expert Aric Baldwin, to be on-site with the partner participant to assist with specifics of the project as needed. 4 To provide an area to set up living quarters for the partner participant. 5. To provide all necessary equipment and supplies applicable for the project. 6. A written completion evaluation from Klondike Gold Rush National Historical Park per project evaluating the outcome and performance of that project.
