Cooperative Agreement for Implementing Public Health Programs and Strengthening Public Health Science in Guatemala and the Central American Region: The purposes of this program are to: 1. Implement public-health programs and strengthen public health science, including public-health surveillance, laboratory systems, and response capacity for priority public-health diseases and conditions in Guatemala and the Central America Region, including Panama and the Dominican Republic; 2. Provide training for public-health professionals and students in basic and applied public-health science, and public-health program planning, implementation and evaluation; 3. Strengthen regional, national and local capacity in Central America to conduct public-health science; to plan, implement and evaluate public-health programs and surveillance systems; and to develop interventions; 4. Support national and regional disease prevention, detection, and control efforts in Central America, including rapid response to public health emergencies; and 5. Incorporate lessons learned from evaluations and assessments of programs to control and eradicate diseases in Guatemala and the Central America Region, and ensure sharing of expertise with public-health partners in the Region.

Additional Information on Eligibility
Eligible applicants that can apply for this funding opportunity are organizations in Guatemala which are active in public-health practice. Guatemala is chosen as the country site based on strategic priorities of HHS/CDC, and as the country where HHS/CDC counterpart staff is based to partner with the applicant in the implementation of activities. Similarly, for this reason, as well as the programmatic activities required to fulfill the objectives of the Cooperative Agreement, organizations located within Guatemala are uniquely qualified to successfully perform the mission of the Agency. To be eligible for funding, the applicant must have documented experience in field epidemiology, including the investigation of outbreaks and the establishment of disease-surveillance systems. The applicant must also have the infrastructure and personnel necessary to provide a strong capacity for laboratory diagnosis of human infectious diseases, including bacteriology, virology, parasitology, and serology, applying modern molecular methods. HHS/CDC will give preference to applicants that have mechanisms in place for hiring professional staff from other countries in the region. Applicants must document fulfillment of this requirement in the Capacity section of the applicants narrative.
