Cooperative Ecosystem Studies Unit, Rocky Mountain CESU: The National Geospatial Program Office of the U.S. Geological Survey (USGS), in support of the National Hydrography Dataset (NHD) Stewardship Program, is offering a Cooperative Agreement to one member university of the Cooperative Ecosystems Studies Unit (CESU) Program. The project is titled "Development of a Stewardship Program for the National Hydrography Dataset for Wyoming". While it is recognized that the stewardship program for Wyoming will have components unique to the state, this project will coordinate closely with a national effort to identify stewards and establish a maintenance strategy for the NHD in every state. The NHD is a comprehensive set of digital spatial data that contains information about surface water features such as lakes, ponds, streams, rivers, springs and wells. The NHD interconnects and uniquely identifies the stream segments or reaches that make up the nation's surface water drainage system. Because the NHD provides a nationally consistent framework for addressing and analysis, water-related information linked to reach addresses by one organization (national, state, local) can be shared with other organizations and easily integrated into many different types of applications to the benefit of all. The success of the NHD will depend on the partnerships that we establish with the wide variety of organizations that work with geospatial hydro data. We recognize that the most current, highest resolution, and continuously maintained geospatial datasets reside with State and local governments, private entities, and other Federal agencies. As partners, each will work cooperatively to implement a program to exchange updates and improvements to the NHD. This project will develop a sub-steward network of knowledgeable people within the Wyoming geospatial community that are working with NHD and are familiar with particular sub-basins and the associated attributed features. These "sub-stewards" will submit updates, corrections and changes/events for incorporation to the NHD as a component of the NHD maintenance strategy. Elements for the development of the NHD stewardship/maintenance strategy would include: . Assessment of the Wyoming NHD . Identifying key users of the data for induction to the stewardship network . Development of a system by which the sub-stewards will submit updates . Education of potential sub-stewards about the maintenance strategy . Training sub-stewards on the use of the system for submitting corrections/updates . Work with bordering States to develop a maintenance strategy for sub-basins that are shared The USGS will be a full participant with the CESU partner through the USGS NHD Stewardship Technical Team. Participants will work together in guidance clarification and execution of the elements listed above. This project will supplement and add perspective to the USGS mission of providing the nation with hydrologic information that can be used to better manage the nations lands. Assistance to resource managers and the public relates directly to this goal and the creation and maintenance of effective partnerships among federal agencies and universities to share resources and expertise is inherent in the process. In addition, the enhancement of the NHD, accomplished through this project, will add to a national database of geographic information. This database will contain consistent and accurate attributes for watersheds all over the nation and will provide a basis for regional assessments of our nations water resources for the foreseeable future.
