Additional Information on Eligibility
U.S.-based and international non-governmental organizations/private voluntary organizations and in-country non-governmental organizations are eligible to submit applications. Further, to be eligible for grant funding under this RFA, a legally constituted organization must not have been awarded in excess of $5 million in total, direct U.S Government funding over the five years prior to submission of an application under this RFA. Under this RFA, direct U.S. Government funding does not include 1) U.S. Government emergency and disaster assistance, whether domestic or international, or 2) U.S. Government domestic or international funding received by virtue of a subcontract or sub-grant. The $5 million eligibility limitation applies not only to the principal applicant but to any organization with which the principal applicant may choose to enter into a subcontract or grant. Finally, previous MCP grant recipients are eligible to submit applications but the proposed program should not be located in the same country (providing the organization still meets the $5 million dollar eligibility threshold as well as meets the additional requirements of all MCP applicants of having demonstrated presence and linkages to communities in the target country). The MCP particularly encourages those eligible organizations that propose to establish or expand partnerships with indigenous community- and faith-based organizations (C/FBOs) and networks of such organizations to fight malaria. The MCP intends to maximize program activities and resources that reach local communities, thus requiring applicants to propose a project budget that keeps administrative costs for the grantee and any sub-grantees at or below 20% of the total proposed award amount. In addition, for organizations to be deemed eligible, authorized officials from applicant organizations must complete the requisite United States Government Representations and Certifications attached in the RFA. Applicants must have established financial management, monitoring and evaluation, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations. All potential awardees will be subject to a responsibility determination (pre-award audit) issued by a warranted Agreements Officer in USAID.
