Design, Construction and Construction Oversight for Reaches 24.1, 25 and 26 of the Navajo Gallup Waer Supply System: The Navajo Nation and Reclamation have determined the most effective means for accomplishing the construction of Reach 24.1, Reach 25 and Reach 26 would be for Reclamation to provide the funds necessary in order for the Navajo Nation to construct, provide the planning, designs, plans, specifications, environmental compliance, cultural resource compliance, acquisition of land, acquisition of easements, rights of way and all necessary permits, engineering review, contract(s), contract administration, construction and construction oversight for the transmission of water through Reach 24.1, Reach 25 and Reach 26 extending at or near the existing Counselor Central Tank and ending near the existing Ojo Encino and Torreon distribution systems. All lands and interests in land already owned by the Navajo Nation will be provided by the Navajo Nation at no charge to the government in accordance with Section 10602 (c) of PL 111-11. Upon completion of Reach 24.1, Reach 25 and Reach 26, the Navajo Nation will retain ownership and be responsible for the operation, maintenance, and replacement of those portions of the Project.
