Energy Regulatory Partnership Program(ERRP): USAID anticipates awarding a five-year cooperative agreement to strengthen the capacity of energy sector regulatory authorities in USAID-assisted countries so that they are able to effectively discharge their mandates and attract investment while protecting consumers' interests. Special attention will be paid to developing regulatory capacity and incentives for investment in clean energy, including renewable energy generation and demand side management. This NFO includes programs in the following areas:
(1) Bilateral regulatory partnerships - facilitate the exchange of experience and information between regulatory agencies/ministries in USAID-assisted countries and more advanced authorities from the U.S., Europe, and less developed countries.
(2) Regional regulatory partnerships - build regional regulatory capacity for facilitating cross-border trade and strengthening power pools.
(3) Technical assistance - Technical assistance may take different forms, including but not limited to placement of embedded advisors; job shadowing; drafting or reviewing of policy, legislation, regulations, manuals, and/ or procedures; advising on international best practices; workshops; evaluating the impact of a regulatory instrument; and designing new regulatory approaches.
(4) Training – may include training for energy regulatory staff in USAID-assisted countries
(5) Knowledge management - may include such activities as original research, preparation of model documents, and compilation of best practices.
