FY 2016 Continuation of Solicitation for the Office of: The Office of Science (SC) of the Department of Energy hereby announces its continuing
interest in receiving grant applications for support of work in the following program areas:
Advanced Scientific Computing Research, Basic Energy Sciences, Biological and Environmental
Research, Fusion Energy Sciences, High Energy Physics, and Nuclear Physics. On September 3,
1992, DOE published in the Federal Register the Office of Energy Research Financial Assistance
Program (now called the Office of Science Financial Assistance Program), 10 CFR 605, as a
Final Rule, which contained a solicitation for this program. Information about submission of
applications, eligibility, limitations, evaluation and selection processes and other policies and
procedures are specified in 10 CFR 605.

Additional Information on Eligibility
All types of applicants are eligible to apply, except Federally Funded Research and Development
Center (FFRDC) Contractors, and nonprofit organizations described in section 501(c)(4) of the
Internal Revenue Code of 1986 that engaged in lobbying activities after December 31, 1995.
DOE National Laboratories are not eligible to receive financial assistance awards under this
FOA, but they may submit collaborating applications in accordance with the instructions in
Section IV, Part C, below, for the sole purpose of facilitating joint merit review in PAMS. Only
DOE National Laboratories engaged in collaborations with other eligible applicants may submit.
A DOE National Laboratory submitting a collaborative application may be asked to provide
confirmation that their potential application was discussed with the relevant program office
technical point of contact before submission. DOE National Laboratories may not submit noncollaborating
applications in response to this FOA. The Office of Science will request Field
Work Proposals later from any collaborating DOE National Laboratory selected for
consideration of a Work Authorization.
