FY14 Pre-Disaster Mitigation: a. Program Overview The Pre-Disaster Mitigation (PDM) Program makes available federal funds to State, Local and Tribal Governments to implement and sustain cost-effective measures designed to reduce the risk to individuals and property from natural hazards, while also reducing reliance on Federal funding from future disasters. b. Program Priorities The development and update of hazard mitigation plans Cost-effective hazard mitigation projects that do not duplicate other hazard mitigation grant programs c. Program Objectives Minimize risk to the population and structures from future hazard events Reduce reliance on Federal funding from future disasters Allowable activities in support of PDM program objectives include: Hazard Mitigation Planning consistent with 44 CFR Part 201 Hazard Mitigation Projects: o Property Acquisition and Structure Demolition or Relocation o Structure Elevation o Dry Flood-Proofing o Minor Localized Flood Reduction Projects o Structural Retrofitting of Existing Buildings o Non-structural Retrofitting of Existing Buildings o Safe Room Construction o Infrastructure Retrofit o Soil Stabilization o Wildfire Mitigation Generators and/or related equipment purchases (e.g., generator hook-ups) are eligible when the generator directly relates to the hazards being mitigated and is part of a larger project (e.g., elevation of a lift station). For the FY 2014 PDM program, a permanently installed generator that is a stand-alone project may be considered if the generator protects a critical facility and can be determined cost-effective via standard HMA benefit-cost methodology. Critical facilities may include police and fire stations, hospitals, and water and sewer treatment facilities. Portable generators are eligible provided that they meet all requirements as described in HMA Guidance.
