FY2015 Health Private Sector Flagship (HPSF): Pursuant to the authority granted in the Foreign Assistance Act of 1961, as amended, the United States Government, represented by the United States Agency for International Development (USAID) is seeking applications from eligible non-federal entities for a project titled, "Health Private Sector Flagship" (HPSF). USAID strongly encourages Applicants to develop teaming approaches or consortiums with other responsible organizations (U.S. or Non-U.S. Organizations).

HPSF builds on over 40 years of USAID’s private sector health programming worldwide. The project’s purpose is to increase use of priority health services through strategic expansion of private sector approaches in the health system. This will ultimately contribute to achieving the project’s overall strategic goal of fulfilling U.S. Government (USG) commitments and priorities such as Ending Preventable Child and Maternal Deaths (EPCMD), AIDS-Free Generation (AFG) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR), and Family Planning 2020 (FP2020). Proposed project sub-purposes are: 1) Expanded utilization of private sector health information, products, and services at the household, community, and health facility levels; 2) Increased government-private sector engagement; 3) Enabling environment for private sector health within health system improved; and 4) Innovative, emerging, and tested private sector models are surfaced, disseminated, and applied.
The Office of Population and Reproductive Health (PRH) in the Bureau for Global Health (GH) seeks to competitively award a five-year, $150 million cooperative agreement to help achieve global U.S. government health priorities and commitments, namely goals related to Ending Preventable Child and Maternal Deaths (EPCMD), AIDS-Free Generation (AFG), and Family Planning 2020 (FP2020). The cooperative agreement will support the increased use of health services through strategic expansion of private sector approaches.
Project Goal and Purpose

The overarching strategic goal of the project is to improve health outcomes and support the achievement of USG priorities in EPCMD, AFG, and FP2020 at the global, regional, and country level. The project’s overall purpose is to increase use of priority health services through strategic expansion of private sector approaches in the health system.

The project has four sub-purposes supporting the overall purpose:
• Sub-Purpose 1: Expanded utilization of private sector health information, products, and services at the household, community, and health facility levels
• Sub-Purpose 2: Increased, effective, public-private engagement to improve public health outcomes
• Sub-Purpose 3: Improved enabling environment for the private sector within the health system
• Sub-Purpose 4: Innovative, emerging, and tested private sector models are surfaced, disseminated, and applied
