This announcement is to provide public notice of the National Park Service's intention to award a task agreement under a previously competed or single source justified master cooperative agreement. CFDA # and Title 15.939 National Heritage Area Federal Financial Assistance Point of Contact James Cato [email protected] ARTICLE I – BACKGROUND AND OBJECTIVES Cooperative Agreement Number P15AC00199 was entered into by and between the Department of the Interior, National Park Service, (NPS), and the Kenai Mountains-Turnagain Arm Corridor Communities Association (hereafter “Association”) for the purpose of fulfilling the management plan goals. Unless otherwise specified herein, the terms and conditions as stated in the Cooperative Agreement will apply to this Task Agreement. National Heritage Areas are places where natural, cultural, historic and scenic resources combine to form a cohesive, nationally important landscape arising from human activity shaped by geography. These patterns make National Heritage Areas representative of the national experience through the physical features that remain and the traditions that have evolved in them. These regions are acknowledged by Congress for their capacity to tell nationally important stories about our nation. This Task Agreement focuses on planning, administration, marketing, and preservation and conservation projects that are within the scope of the approved management plan for the Kenai Mountains-Turnagain Arm National Heritage Area (KMTANHA) and serve a public purpose under Public Law. No. 111-11. ARTICLE II – LEGAL AUTHORITY NPS enters into this Agreement pursuant to: 54 U.S.C. §101702(a) Cooperative Agreements, Transfer of Service Appropriated Funds The Act, Public Law. No. 111-11, established the Kenai Mountains-Turnagain Arm National Heritage Area and directed the Secretary to enter into a compact with the management entity, the Association. ARTICLE III – STATEMENT OF WORK A. The Association agrees to: 1. See Attachment A for FY2017 Statement of Work items. Project details are contained within individual project proposals reviewed by the National Park Service, approved by the board of the directors and maintained by the executive director. 2. Develop project contracts with individuals or organizations for projects approved by the board of directors. 3. Review progress on projects at regularly scheduled board meetings and review financial reports provided by subgrantees. 4. Will complete Section 106 of the National Historic Preservation Act for all projects and subgrants that have undertakings on properties that are eligible or designated on the National Register of Historic Places prior to distributing federal funding to the subgrantee. B. NPS agrees to: 1. Will provide advisory, technical and financial assistance to KMTANHA regarding the implementation of the management plan. 2. Will review KMTANHA's list of applicants and recommended subgrants to ensure compliance with the heritage area's management plan and enabling legislation. 3. Provide technical assistance on projects requiring Section 106 consultation, by advising on the appropriate level of effect, reviewing projects for compliance with the Secretary of Interior Standards for the Treatment of Historic Properties, and facilitating consultation efforts between the KMTANHA and the Alaska State Historic Preservation Office.
