This competition is only open to State Title V programs that have existing social-marketing outreach strategies (e.g., toll-free hotlines) which assist first-time mothers and expectant/new parents in identifying and navigating through the array of resources specializing in pre/interconception care, prenatal care, family support and parenting. Only one application per State will be accepted. States that applied for and were awarded funding for this initiative in fiscal year 2008 - 2009 are not eligible to apply for this competition. All State and Territorial Maternal and Child Health Title V Agencies are eligible to apply. If designated bt the State Title V agency, and as cited in 42 CFR Part 51a.3(a), and Indian tribe or tribal organization (as those terms are defined in 25 U.S.C. 405b), or a faith-based or community-based organization, is eligible to apply for this Federal funding.
