Fiscal Year 2010 Emergency Management Performance Grant (EMPG): An all-hazards approach to emergency response, including the development of a comprehensive program of planning, training, and exercises, provides the foundation for an effective and consistent response to any threatened or actual disaster or emergency, regardless of the cause. As appropriated by the Department of Homeland Security Appropriations Act, 2010 (Public Law 110-83), the Fiscal Year 2010 EMPG provides $329,779,991 to assist State and local governments to enhance and sustain all-hazards emergency management capabilities.

All 56 States and territories, as well as the Republic of the Marshall Islands and the Federated States of Micronesia, are eligible to apply for Fiscal Year 2010 EMPG funds. Either the State Administrative Agency (SAA) or the State's Emergency Management Agency (EMA) are eligible to apply directly to the Federal Emergency Management Agency for EMPG funds on behalf of State and local emergency management agencies, however only one application will be accepted from each State or territory.
