HIV Emergency Relief Project Grants Part A: Part A (Title I) of athe Ryan White CARE Act authorizes grants for outpatient and ambulatory health and support services to Eligible Metropolitan Areas (EMAs)and transitional Grant Areas. These grants fund sytems community-base care composed of approximately 25 categories of medical and other health and social support services for individuals with HIV/AIDS in EMAs. These services are intended primarily for low income/under insured people living with HIV/AIDS. Sixty-six and two thirds of the funds available are awarded according to a formula based on the number of living cases of HIV (non-AIDS) and AIDS in the EMA or TGA. The remaining funds less hold harmless amounts and amounts required for the Minority AIDS Initiative, which is a separate discretionary grant program, are awarded as discretionary supplemental grants based on demonstrated need, by the EMA or TGA because of a competitive application.
