Humanitarian Assistance to Cuba: The primary goal of this program is to provide humanitarian assistance to political prisoners and their families, and politically marginalized individuals and groups in Cuba. U.S. and Non-U.S. Non-Governmental Organizations are eligible to apply. USAID encourages Applicants from potential new partners. A Non-governmental Organization (NGO) means any nongovernmental organization or entity, whether nonprofit or profit-making. See 22 CFR 203.2. Assistance provided under this program is intended to develop and complement rather than to supplant local initiatives and resources. USAID will not accept applications from individuals. All Applicants must be legally recognized organizational entities under applicable law and authorized to operate in Cuba.
