Intermediary Organizations Serving Juvenile Offenders in High-Poverty, High-Crime Communities: The U.S. Department of Labor (we, the Department or DOL), Employment and Training Administration (ETA), announces the availability of $20,000,000 in grant funds authorized by the Workforce Investment Act for four intermediary grants to operate multi-site projects to serve juvenile offenders and in-school youth at-risk of offending, ages 14 and above, in high-poverty, high-crime communities. The definition of high-poverty, high-crime communities can be found in Section I.B. We expect to award four grants of $5,000,000 each to cover a 39-month period of performance. We expect that the cost-per-participant over the duration of the grant will range between $4,000 to $5,000 (inclusive of administration and planning costs). The cost per participant cannot exceed $5,000.

Any non-profit organization with IRS 501(c)(3) status with the capacity to implement multi-site, multi-state projects may apply for these grants. See Section IV.B.4. of the Solicitation for Grants Application or guidance on submission of supporting documentation. Applicants awarded a grant are not allowed to provide program services to participants. Program services under this grant must be provided by subgrantees. Organizations that received a grant as a result of DOL competition SGA/DFA PY 09-05, SGA/DFA PY 10-09 and SGA/DFA PY 11-09 are not eligible to apply for this solicitation.
