Kenai National Wildlife Refuge: This financial assistance opportunity is being issued under the Cooperative Ecosystem Studies Unit (CESU) Network: (http://www.cesu.psu.edu/materials/partners.htm). - The Tuluksak Native Community has been a co-investigator on the Tuluksak River weir project since 1991 (1991â¿¿1994 and 2001â¿¿present), and holding a competition would have significant adverse effects on continuing local support for the project. The Tuluksak Native Community is uniquely qualified to perform the activity based upon a variety of demonstrable factors. The Tuluksak Native Community owns or administers the land downstream of the project that is necessary to successfully monitor juvenile and adult salmon populations. Secondly, the Tuluksak Native Community has been a long-term cooperator on the Tuluksak Weir project including hiring technicians and assisting with project logistics. The Tuluksak Native Community has the ability to support their employees in the field based on existing infrastructure. Finally, the Tuluksak Native Community is the leading local authority to act as an advocate for the Serviceâ¿¿s conservation mission on the Tuluksak River.
