Eligibility Criteria. To be eligible for the Cooperative Agreement under this RFA, an organization must: 1. Be a U.S. or non-U.S. based institution, for-profit, non-profit or private voluntary organization registered with USAID, including research organizations, universities, and relevant special interest associations. 2. Have demonstrated capacity in health monitoring and evaluation in developing countries as described in this RFA. 3. Agree to work with and hire individuals who have the technical expertise to contribute to the accomplishment of Monitoring and Assessment for Results' objective and results. 4. Have managerial, technical, and institutional capacities to achieve the results outlined in this RFA. 5. Have the capacity to collaborate with other organizations/groups in undertaking monitoring and evaluation activities across the health sector
