Migratory Bird Joint Ventures - Gulf Coast JV Fiscal Year 2014: NOTICE OF INTENT TO AWARD TO A SINGLE-SOURCE WITHOUT COMPETITION. In accordance with Department of Interior Guidance (505 DM 2), the U.S. Fish and Wildlife Service Southwest Region hereby provides notice of intent to make the following three single-source awards: 1) $80,000 to Ducks Unlimited, Inc., for Biological Planning support staff, in the form of a Biological Team Leader, for the Gulf Coast Joint Venture partnership for the period September 1, 2014 through August 31, 2015, 2) $9,966 to Louisiana State University for continuation of a multi-year project to address Hybridization in Western Gulf Coast Mottled Ducks for the period August 1, 2014 through July 31, 2015, and 3) $55,000 to Ducks Unlimited, Inc., for continuation of a multi-year project to address Estimation of Waste Rice and Moist-Soil Seed Abundance in Rice Production Systems in Gulf Coast Prairie of Louisiana and Texas for the period July 1, 2014 through June 30, 2015. The Service expects substantial federal involvement in activity #1 through daily supervision, annual performance review, and annual work plan development of the staff member, thus a cooperative agreement will be developed. Existing grant agreements will be amended for activities #2 and #3. Competition would have a significant adverse effect on the continuity of the effectiveness of existing Biological Planning support staff and both ongoing research projects. The single-source determination is in accordance with criterion #2 (Continuation) for all 3 activities, and criterion #4 (Unique Qualifications) for activity #1, under Department of Interior guidance (505 DM 2 at 2.14 B).
